   It is good if that site is being cached off and on by search engines periodically or provides backlink to your site else it is worst to submit on paid site either.

   Yes free article submission is good in seo work, it helps in building pr of a websites.i submitted my articles to article directories and got positive response. I like http://www.basearticles.com/ which is free and gives satisfactory results with good page rank. There are many directories which provide free article submission service , but directories which are of high page rank are mostly use paid option.I suggest you more directories like: goarticles, a1articles, isnare.

   I agree that submitting articles will definitely help your seo work. While not all directories pass "link juice", by spreading the word you increase the possibilities of other people linking to your page and not just the directory you submitted to.

   Link juice is easily checked for, view the page source of where your link appears and see if there is a rel="nofollow" in the link to your site. If there is, you’re not getting a direct benefit from that site linking to you but you still can generate other links off it if your article is interesting and "share worthy".

   If you produce press releases, you can also check the sources for a very good list of free press release submission sites.
