You write articles related to your site on different (paid/free) article site and have backlinks from there. It has been noticed that when searching the query with a particular keyword the site doesn’t appear in first 3 pages, but there are more chances of an article to show up instead of site, so that way when one (visitors) reads the article they can be diverted to your site and your site could get traffic. This will give you targeted traffic which can increase your sales volume if you are selling any commercial product through your site.
Or if you just want to increase your backlinks then write an article on any subject more or less relevant to your subject and at the bottom give one backlink to your site. This way others who have interest in different subject could also be diverted to your site and you will get traffic. This will give you only visitors and not a targeted traffic, which is useful if you are earning from google adsense or any affiliate program.
Moreover, Search Engines always crawl for the fresh and unique content. So this way your site’s url while keeping the link in article will be indexed at good rate in search engine. This way article submission is really important factor for internet marketing. Go for it.

I think that it depends a lot on what you’re trying to achieve. However, you should consider that if you’re going to write articles on a regular basis that you might be better off putting the articles on your own website and building linkbait instead of helping someone else build their website.

Article submission is just one of the means to achieve good SERP. You can also get good backlinks from social bookmarking, link exchange, blog commenting, etc.
I would say articles are popular, because they will get you backlinks with most quality. Writing them is also the most time consuming method of SEO, but that can be outsourced.
